Royal Spanish Football Federation (RFEF) President Luis Rubiales announced he would not resign from his post after his controversial kiss at the FIFA Women’s World Cup trophy presentation. The Spanish women’s team won its maiden World Cup title by beating England 1-0 in the final at Sydney, on the back of an Olga Carmona goal in the 29th minute.

After the match, as the Spanish players collected their winners’ medals, Luis Rubiales kissed Jennifer Hermoso on the lips which the 33-year-old World Cup winner later said she “didn’t like” and “didn’t expect.” Coming back to Rubiales’ resignation, he addressed the issue at an RFEF Extraordinary General Assembly on Friday and announced, “I will not resign, I will not resign.”
In an emotional speech, Luis Rubiales expressed he would “fight to the end” and questioned, "I say, what have I done? Is a consensual peck is enough to get me out of here? I will fight to the end." Rubiales also spoke of “unjust” campaigns and “fake feminism” attempting to take him down. After the speech, Rubiales received a mighty round of applause and blew kisses to the crowd before taking his seat.

FIFA, on August 24, announced it was opening an investigation against Rubiales for violating paragraphs one and two of Article 13 of the FIFA Disciplinary Code. “The FIFA Disciplinary Committee will only provide further information on these disciplinary proceedings once it has issued a final decision on the matter”, FIFA said in a media statement.
